In early 2012, a period of turbulent conflicts began to unfold in northern Mali, leading to generalized insecurity, destruction and severe human rights violations. IEDA Relief’s programs in Mali focus on relief and recovery efforts in the northern region of the country. From our offices in Gao, Timbuktu, Segou, and Kidal, and the coordination office in Bamako, we coordinate programs for over 100,000 Malian IDPs and returnees as well as non-displaced members of the Malian population.

Protection Monitoring

Working closely with the UNHCR, IEDA Relief identifies, monitors, reports and refers cases of human rights abuses to the appropriate authorities and international humanitarian actors. We manage 26 regional consultation centers that provide a safe space to document protection incidents and to carry out awareness campaigns on human rights awareness and peaceful coexistence through film, radio, and focus group discussions. In 2015 alone, IEDA Relief programs have reached 32,425 returnees, IDPs and non-displaced persons, including monitoring the needs of 628 vulnerable returnee households.  

Community Services

IEDA Relief carries out rapid community assessments and other ad hoc evaluations of the conditions and services in areas of northern Mali from which populations have fled. We share real-time information with the UNHCR and other partners on the security conditions, the availability of basic services like access to water, and functionality of public institutions such as hospitals and schools. This allows IEDA Relief and other humanitarian actors to accurately inform the Malian IDP and refugee populations about new developments and the conditions that await them in their regions of origin, facilitating their safe and timely return and easing the process of reintegration. It also allows IEDA Relief to address urgent needs in a timely manner. In 2015, we distributed hygiene kits to 396 vulnerable women (returnees, IDPs and host community), and facilitated the provision of birth certificates to 56 children.

IEDA Relief’s protection monitoring activities helped to establish an early warning mechanism that continues to collect and share disaggregated data on protection incidents, mobilizing various actors for timely, appropriate and effective response to protection issues and advocating for the rehabilitation of basic infrastructure and services. Due to IEDA Relief’s highly flexible program model that focuses on recruiting local staff with a deep understanding of the communities in which they work, IEDA Relief has been able to rapidly deploy deep into the field and provide critical and timely information. In May 2014, when deadly clashes erupted in the Kidal area, IEDA Relief was recognized as one of the few key informants able to provide updates about the situation on the ground.

To combat and prevent acute malnutrition, IEDA Relief works with the WFP and UNICEF to strengthen the capacity of 9 health centers  across multiple districts, with a focus on children under 5 and pregnant and lactating women. We  also work with the WFP to provide third party monitoring for food distributions, blanket feeding and school meals in villages, schools and health centers, serving a total of 17,188 people.
